Kevin,     I believe you've conflated two different expressions which,
at first glance, may seem to have very similar meanings. You're
undoubtedly thinking of "When Hell Freezes Over", which would
indeed be a sign of the Apocalypse were such to happen. The
phrase "When Pigs Fly", on the other hand, actually indicates
that the Apocalypse has been averted -- quite a different outcome, 
as I'm sure you can easily see. (The reasoning behind this 
interpretation is very lengthy as well as being rather convoluted, 
so I will refrain from further explication beyond a single hint:
pigs and horses are both quadrupeds -- and both have hooves.)
