The LSb is not responsible for policy making in an operational sense and the national board establishes governance policies through which management creates their own operational policies with full authority unless overidden by the ED or other upper management personnell, as a result of his / their own discrestion or at the behest of any new governance policy directing them to do so. So it appears that this internal KPFA policy matter has been partially exposed(the memo from Michael Yoshida has never been posted or published or even acknowleged as a legitimate expression of station policy) and wrapped in a blanket of deception and allegations of racisim to inflame and and enrage readers. Very typical of certain unethical elements within the foundation. Who is this so called Minister of Information JR and where does he get his information? Because wherever it is, he clearly cannot have read Pacifica's bylaws and doesn't have a clue about the actual structure of KPFA where in an operational sense KPFA management has the final word.
