A parade of Congressmen from both parties today debated whether President Bush had exceeded his authority under the constitution.

Although chairman John Conyers repeatedly stressed that the House Judiciary Committee hearing on Bush's "imperial presidency" did not pertain to impeachment, the word came up numerous times by those testifying.

Cleveland Democrat Rep. Dennis Kucinich , the first to testify, called the Iraq War "the main contributing factor to the destruction of our domestic economy" and he listed more than a dozen incidents where President Bush's justification for the has been "determined conclusively to be untrue."

Iraq was not actively seeking nuclear weapons capability, was not harboring terrorist organizations and was not willing to attack the United State, the Ohio congressmen said.

"I ask this committee to think, and then to act, in order to enable this Congress to right a very great wrong and to hold accountable those who have misled this nation," Kucinich said.

The top Republican member of the judiciary committee, Lamar Smith of Texas, said there is no evidence to support impeachment. He said Congress has no authority to forcibly remove the president because they dislike him or disapprove of his actions.

Smith compared today's hearing to "an anger-management class" and said it "reeks of partisanship."

"This hearing will not cause us to impeach the president; it will only serve to impeach our credibility," Smith said.
