Russ Tice, who was fired from the agency last year, says one of the first things he learned in the NSA training program is that you "will not spy on Americans." Today he believes the agency may have done just that -- illegally. Tice is one of the original sources who blew the whistle on the secret program. He now wants to tell his story to Congress.
