>From reviewing the audio, the poll results, and the votes cast on 4/8, it's >clear that this sequence of events occurred. 1. The PNB was polled by email, in a non-binding way, for preferences from among three weekends, and between two locations, prior to the 4/8 meeting. 2. The Chair proposed a date and location other than those favored by the poll results, and gave reasons in support of her proposal. 3. The PNB took the Chair's advice under consideration, and held two votes, one for date, and one for location. The vote on the date affirmed the poll results for the date, as would be expected, despite the fact that one member had indicated inability to attend for that date, while no members had indicated they could not attend on the date the Chair proposed. 4. The PNB voted to hold the meeting in D.C., overturning the results of its own poll, but in agreement with the Chair's proposal. There is nothing improper about this procedure, except that these meetings should be planned years in advance, not weeks in advance. I don't see how the chair making a proposal and the board voting on it should be cause for alarm anywhere, except in Pacifica where any reasonable way of doing business is viewed with high suspicion under most circumstances.
